beef into quarters and season with salt and pepper

beef on both sides until a nice crust forms

fennel seeds in the pan for a minute

broth and seasoning blend to fennel

Gently lay

beef in pot with seasoning and stock and simmer for 3 hours

Cover the pot with a parchment paper lid called a  "cartouche" before braising
